Atkinson was born on January 5, 1985, in Connaught Place, Durham, England. They got married on June 5 of the year, three of them older. The brothers are Paul, who died as a child. Rodney, a Eurosceptic economist who briefly lost the 2000 UK Independence Party leadership election; And Rupert.

Atkinson grew up in English, and attended Durham Chorester School, Preparatory School, and then St. Beaz School.
Rodney, Rowan and their older brother Rupert grew up in Connecticut and went to school in Darmstadt with the next prime minister, Tony Blair.
After earning a master's degree in science, he graduated from the University of Newcastle, where he earned a degree in electrical and electrical engineering. In 1975, he pursued an MSc in Electrical Engineering at Queen's College, Oxford, the same college where his father had matriculated in 1935, and in 2006 Atkinson became an honorary fellow. .
His MSc dissertation, published in 1978, is considered a self-contained application.

Atkinson began his doctoral career shortly before devoting his entire attention to acting. [Gained first national attention at the Oxford Review at the Edinburgh Festival Fringe in August 1976, he had previously been nominated by the Etceteras-revue group. Wrote and performed sketches for an exhibition at Oxford. For the Experimental Theater Club (ETC) - and for the Oxford University Dramatic Society (OUDS), a meeting with writer Richard Curtis and composer Howard Goodall, where he will continue to collaborate throughout his career.
